Can someone with NO experience build a high-quality fly rod for less than the price of a new manufactured rod?

Where's that guy who claimed to be a tackle tester and rod builder with 300 years of experience? Can I get a rod-building kit, take a cl, read a book, and/or watch some videos and turn out my own high-performance fly rod for less money than it'd take to purchase a similar outfit from one of the top-shelf manufacturers? How long does it take? Will my first rod be all wonky?
