Why was Bush Whining that being President is too hard? Why would he say a Dictatorship is easier?

I see no whining...liar boy. His reference could easily describe the ability to make the rules as you need thus allowing absolute control, while using whatever means necessary to stay in power...like Libya. This is a lame question from a flag bearer of the intellectual elite.
