Looking for reporting references for neighborhood polluters and water wasters?

I would move a way from the seniour citizens who are depleting the resources of our world. Also maybe you could wear blinders when going out side...in my neighborhood we have the creedo "out of sight, out of mind"...so if someone is going crazy watering there yard, we just look the other way./
