How do i fight allegations of cable tv theft?

Charter Communications has accused a friend of stealing cable tv services. This occurred after he discontinued service six months ago. There is no way any tenant has access to cable equipment in his apartment complex. What can he do to fight this allegation other than contact state Public Utilities Commission, FCC or FTC? Can't afford a lawyer!
